Helene's surge reset the coast. In September 2024, Helene pushed water 8.58 feet above normal high tide at the mouth of the Chassahowitzka River on the Hernando-Citrus line, with 5 to 8 feet along the rest of the coast. After the storm, the county reminded owners that homes damaged beyond 50 percent of their pre-damage value fall under flood-insurance substantial-damage rules, with living areas elevated a foot above base flood elevation, and that repairs cannot start before permits are issued.

The $7,500 permit exemption. Since July 1, 2026, Florida's permit exemption lets owners of single-family homes skip a building permit for work under $7,500, except electrical, plumbing, mechanical, gas, structural work, and work in a flood hazard area.
