The Villages is not a city. It is a census-designated place spanning Sumter, Marion, and Lake counties, governed by community development districts. The district government states that building permits are issued by the appropriate city or county building department. For the Sumter County villages, that is Sumter County Building Services at 7375 Powell Rd. in Wildwood; the City of Wildwood's own guidance confirms Sumter County issues the permits there. Villages in Marion and Lake counties and the Town of Lady Lake permit through those offices instead, so we confirm by address.
Architectural review is separate from the permit. The districts' Community Standards department runs the Architectural Review Committee, and its manual is direct: architectural approval is required for all exterior modifications unless the manual says otherwise, and the application must be approved before work starts. The ARC is administrative only; the building permit is still a separate step.
